Establish and recognize International Deaf Sports Federations
such as DIBF for basketball

Comments CISS:
Acceptable to shift responsibility from CISS to IDSFs for the
purpose of identifying athletes, training referees, co-ordinating
world championships, overseeing development
Comments DIBF:
This is a step forward, but the question is whether this means
a total governing of World Deaf Basketball for the DIBF or not.
The DIBF opinion is that all matters that concerns deaf basketball
in the world should be handed over to the DIBF. Only basketball
tournament in the Deaflympics should be handled by the CISS, favourably
in co- operation with the DIBF if so wished.

Changing the Article 5.2.1 in the Constitution of CISS - which
would allow any sports that are on the Deaflympic summer and wintersports
program to be established as an international (specific sports)
federation of the Deaf and become an associate member of CISS
Explanation:
It would help lessen burden on CISS when it comes to arranging
world championships and promoting and overseeing competitions
on both club and national levels. CISS should focus only on winter
and summer Deaflympics
Comments CISS:
Similar to proposal no 2. May consider providing provisional recognition
for a certain period of time as determined by the CISS and it
is renewable only after fulfilling its obligations
Comments DIBF:
Where there are new world deaf sports federations founded this
could be considered. However, the DIBF has been in action since
1998 and have established a good co-operation with the CISS and
its basketball member countries. Furthermore the FIBA has in written
guaranteed its support to the DIF. Therefore the DIBF should be
permanently recognised by the CISS and its congress in Sundsvall.

of the International (Specific Sports) Federation of the Deaf
Explanation: ------------
Comments CISS:
It has some merit. However, we still see some unanswered questions
- such as who would be responsible for DWC in a specific sport
when an international governing body for that sport is not yet
established.
Comments DIBF:
Of course when there is no international deaf sports federation
of a specific sport established the CISS still will have to undertake
the responsibility for this sport. Favourable this could be done
by the CISS TD in co-operation with the CISS Sports Director.
