The second International Deaf Referee Clinic summoned 13 deaf referees from all over the world in Gallaudet University in Washington, USA during 14-18 July and like the first one in Stockholm, Sweden, 2007 it also became a big success. The Clinic was arranged by Deaf International Basketball Federation in cooperation with and support from USA Deaf Basketball. Many thanks to the Administration of Gallaudet University through Ms Wendy Wiatrowski for using some of its premises for free. The DIBF is very grateful for their support.

FIBA & USA Basketball - Terry Moore:
Mr Terry Moore, invited from USA Basketball being FIBA International referee of highest grade was the conductor of the clinic. He made himself very popular among the deaf referees for his outreaching and outwarded manners together with a natural talent for body language which was much appreciated by the participants. Terry Moore quickly adopted many deaf signs which he used during the lectures and there were many laughers among the participants. The DIBF would like to extend its gratitude to USA Basketball for their invaluable support to the Clinic. This is very much appreciated.

Kjell Gunna, DIBF cooarranger and Chris Miller, USA Deaf Basketball and coordinator of this event were very satisfied with the outcome of the clinic. "The Clinic was very well arranged and we are all very happy with it". Chris Miller said: - I am happy to see so many deaf referees from all over the world and some new faces too and now there are two women with us. This is much promising for the future.

Program:
The Clinic dealt with the new upcoming FIBA rules coming into effect from 1 October 2010 and different international officiating and views of games. The three-referees mechanics and administration of the game was also very carefully reviewed by Terry Moore who also trained the deaf referees in two scrimmage games where they could practice this kind of mechanics.

Following 13 deaf referees participated in the clinic:

  • Caitlin Johnson - Australia
  • Hsin-dar Lee and Chien Chang Lo - Chinese Taipei
  • Toni Koytshs and Charamanlis Grammatoglou - Greece
  • Fabio Scarpa - Italy
  • Peter Murray - New Zealand
  • Oscar Aloy - Spain
  • Chris Miller, Marsha Wetzel, Ronnie Millieorn and David Harman - USA
  • Oleksandr Davydov - Ukraine

Deaf International Basketball Referees:
The participants of the Clinic also decided to relive the International Deaf Basketball Referee Association (IDBRA) which changed name into Deaf International Basketball Referees (DIBR) with the aim to help the DIBF with deaf referee questions, contacts with FIBA referee association, development and encouragement of new deaf referees, rules and arrangement of future deaf referee clinics. Elected President was Marsha Wetzel and Referees Clinic Coordinator is Fabio Scarpa.
